This is a rich text section with a theme background setting. There are 3 set up with different backgrounds. This is scheme 2.
The settings for the different theme backgrounds that can be used for some other sections too are in the Theme Settings. There you can select what background image pattern (via select) and colour overlay (via colour picker) is set for each of the theme backgrounds.

I you want to bring in more complex page content into a section, you can do so with Rich Text -> Page block. Here's something with some more complex HTML like a table being brought into a section.
